Regulation on conducting elections in the Academy of Medical Sciences of Georgia

1. In the Academy of Medical Sciences of Georgia, there is the status of a real, foreign and honorary member.

2. A doctor of medical sciences or a person equivalent to it, who has created a new scientific direction of great theoretical and practical importance with international recognition, is engaged in fruitful work for the training of highly qualified scientific personnel and has made a significant contribution to the development of practical medicine, can be elected as a full member.

3. An outstanding foreign scientist can be elected as a foreign member of the Academy.

4. It is possible to be elected as an honorary member of the Academy, a real member of the same Academy of old age.

5. The number of Academy members should not exceed 50.

6. The presidium determines the terms of the elections, the notification about the elections is published in the press 3 months before the elections.

7. Candidates for the membership of the Academy shall be nominated by scientific-research collectives with legal rights, higher education institutions, medical societies, associations and other organizations, of which the nominated candidate is a member. The submission must be supported by the majority of those present. The form of voting is determined by the presenting institution. Real members of the Academy enjoy the same right.

8. Materials received in connection with the admission of new members to the Academy will be handed over to the heads of the respective departments.

9. The relevant department of the Academy will personally review the data of each candidate, by open or secret voting, and by the majority of votes, will present individual candidates for election as full members at the general meeting of the Academy. Real members of the Academy participate in the voting when giving a recommendation for election as a real member.

10. Elections of real, foreign and honorary members of the Academy are held at the general assembly of the Academy by secret ballot. The general meeting is entitled to hold elections in case of the presence of 2/3 of the real members of the Academy. In addition, those real members who are on a business trip abroad during the elections cannot be included in the general meeting of the Academy. Those real members, whose health condition precludes the possibility of participating in meetings and voting, cannot be included in the composition of the general meeting.

11. The president of the Academy informs the general meeting of the Academy of the list of persons proposed as full members of the Academy, conclusions on their scientific works, recommendations of the department and other appropriate materials.

12. Only real members of the Academy have the right to participate in the elections of real, foreign and honorary members and have a decisive vote at the general meeting. The person who receives the majority of the votes of the participants in the election is considered to be elected as a real member of the Academy.

13. When electing a true member at the general assembly of the Academy, ballots are lined up for secret voting, marking the names of all candidates admitted to the election. In the ballots, next to the names of the candidates, two words are indicated: "I agree" and "I do not agree", and the voter must cross out one of them. Any other markings or ballots without markings will be considered invalid.

14. If in the first round of voting the candidates did not receive the necessary number of votes for election, but collected not less than half of the votes of the participants in the elections or two or more candidates received an equal number of votes in one place, in such a case, a repeat round is appointed.

15. The counting of votes is carried out by the vote counting commission. The members of the vote counting commission are elected by open voting from the real members.

16. The minutes of the counting commission are approved by the general assembly of the academy. The minutes of the general meeting and the vote counting commission together with the secret ballots are kept in the presidium.

17. Election results are published in the press.

18. The candidacy for honorary and foreign membership of the Academy must be submitted by a real member of the Academy; Elections of honorary and foreign members are held at the general meeting of the Academy. The quorum and voting procedure remains the same as for the election of a genuine member.

19. Scientists, who are elected under this provision, enjoy the rights established for members of the Academy from the day of their election by the general assembly of the Academy and receive a certificate of the prescribed model.

20. The president, vice-president and department heads of the Academy are elected once in 5 years by the general meeting. Each academician or a group of academicians can submit their candidacy. In the case of alternative proposals, voting is secret. The person who collects the majority of votes but not less than half of the votes of the attendees is considered elected. If the winner could not be identified in the first round, then the voting is held in the next round. In this case, only the two candidates who have collected the most votes participate in the voting.

I. General Provisions

1. The Academy of Medical Sciences of Georgia (hereinafter the Academy) is a public organization with legal rights, built on democratic principles, operating on the basis of the laws of the Republic of Georgia and this charter.

2. The Academy has its own symbol, seal and bank account. including for currency activities. The seat of the Academy is Tbilisi.

3. Real, honorary and foreign members of the Academy are united in the Academy. They enjoy equal rights and the method of their election is approved by the founding meeting of the Academy. The number of real members of the Academy is unchanged and should not exceed 50, and new members should be elected only for existing vacancies.

4. A doctor of medical sciences or a person equivalent to it can be elected as a full member of the Georgian Academy of Medical Sciences, who has created a new scientific direction of great theoretical and practical importance with international recognition, fruitful work for the training of highly qualified scientific staff and has made a significant contribution to the development of practical medicine. An outstanding foreign scientist can be elected as a foreign member of the Academy. It is possible to be elected as an honorary member of the Academy, a real old member of the same Academy.

II. Purpose and tasks

4. The aims of the Academy is to create health care service in Georgia in accordance with international standards.

5. The main task of the academy is to elaborate all methods and means and implement them practically which will promote healthcare service in Georgia. Including: -Determination of priorities of medical science, elaboration of new scientific programs, provide implementation of them and practical realization. -Implementation of consultation-expert works with the government of Georgia and other lawful organs while making decisions of medical profile. - Determination of preparation of medical personnel and improvement of their degree in permanent regimen. -Provision with a material-technical base of international standards of medical sciences in Georgia. - Promote development of medical business and fond of medical science, development of scientific-publishing events, organization of information service and etc. - Provision of propaganda of medical achievements and utilization of them in practice actively. Conduction of scientific congresses, symposiums and similar events, also scientific awards. - Provision of social condition of scientists, doctors and other employees and protect their professional and social rights. -To found and integrate scientific, educational, commercial and other institutions in one unified system that will promote medical sciences in Georgia. -Promotion of elaborations between foreign and local scientific organizations, to share information with them by the way of interchange of specialists and other forms.

III. The structure of the Academy and its management

6. The supreme organ of the academy is the general session which is allowed if attendants are no less than 2/3 of real members. All issues are decided in aids of open or latent poll with majority of votes.

 

7. The general session of the Academy: -discusses and confirms report of presidium and program for future actions; -discusses and confirms budget of the Academy; -elects new members of the Academy including real, honorable and foreigner members; -elects the President, Vice-President and heads of departments which create the presidium of the Academy; -makes changes in regulations of the Academy;

 

8. The management organ of the Academy is the Presidium. It decides all issues which are not in the competence of general session; the Presidium is lawful if attendants are no less than 2/4. All issues are decided in aids of open or latent poll with majority of votes.

 

9. The President is the coordinator of the Academy. He/she conducts activities of the Academy and Presidium, represents the Academy while relationships with other juridical persons, signs documents, makes agreements and owes all right which are written in active legislation. If the President is absent then he is replaced by Vice President which represents the Academy with the Society and any other organizations;

 

10. Members of the Academy are elected by foundation or general session. A member of the Academy has a right to discuss and introduce any problem related with the Academy and require an adequate reaction. Members of the Academy make report about activities of the Academy. Honorable and foreigner members have all rights as real members do.

IV. Basics of financial activity of the Academy

11. Finances of the Academy are created by payments of founders, from scientific-manufacturing activities, educational or commercial ones or charity and others that are written in legislation. The Academy has a right to have movable-unmovable fixtures which are necessary for implementation of personal aims.

V. Abolition of the Academy

12. Abolishment of the Academy occurs after the decision of general session with advantage of ¾ of total votes. Liquidation and distribution of fixture happen in accordance with active legislation.
